No it's not normal.
It could be a sign of over heating.
If sulcatas get too hot they froth at the mouth.
Check the temperatures, make sure there is plenty of shade ALWAYS available.
And never put the tortoise outdoors in a tank, Rubbermaid or similar type of thing, that is enclosed and heats up to unbearable temperatures.
I think that the tort got too hot and overheated.
Not good.
Check your husbandry and make changes to ensure it doesn't happen again.
I hope you found him in time, let him cool down and hopefuly the frothing will stop.
Only other thing I can think of is that it ate something toxic.
But believe, he/she probably overheated.
