The only tortoise I would put in with a sulcata is another sulcata. I would quarantine for several months before putting them in together.
Disease/parasite transmission is possible between any two tortoises, but when you put two different types together you risk the danger of exposing them to diseases/parasites they haven't encountered before. (Example - Europeans and Native Americans and things like small pox.)
