Athena,
Ingested sand may lead to an impacted tortoise.
Feed him elsewhere or on something so that he can't drag the food into the sand.
Is the sand compacted down? I know they are in sandy soil in the wild, but it is compacted down to a firm walkable surface.
I personally would add some organic potting soil (free of fertilizer, water holding polymers, and perlite) and mix it all together. Once it settles down, it will be a nice surface for your tort to walk and eat on.
I would also add grass seeds to that so he can eventually graze. The soil will help the grasses grow as well.
The soil in the sand may allow him to eventually dig and burrow too.
