Time outdoors works wonders.
My leopard hatchlings were quite inactive indoors.
As tiny hatchlings I built them a 6'-6' outdoor pen and they really perked up out there.
They only went out during the day, in at night.
My baby sulcata is exactly the same.
Less than a year old he too has a large 6'-12' outdoor enclosure. He goes out during the day and roams every inch!
Also, if he doesn't show interest in his food indoors. As soon as it's time to go out ( around 10am)I put him in his enclosure and place the food infront of him.
The food he refused indoors, he gobbles down outdoors!
If he has to stay in due to rain, he just goes to a corner of his Rubbermaid and sleeps.
Hopefully time outdoors during the summer will perk your hatchling up.
Some hatchlings do suffer from failure to thrive.
But hopefully in your case he/she is just a slow starter.
