Another Tortoise Question if you don't mind.....

We noticed on our tortoise yesterday that his skin appears to be peeling. Instead of elephant like skin, he had these spots right where the legs go into the shell that are peeling off and are smooth and white. On the one leg it is further down towards his foot that is peeling off.

Anyone every see this before.
