Yes it is normal for redfoots especially young ones to shed. One other thing to keep in mind though is over supplementation. To much vitamin A can cause a tortoise to prematurely shed it's skin. But if that was the case you would see red or pink skin. It doesn't sound like you have anything to worry about.
