Eric, it is possible to legally import Indian Star tortoises (Geochelone elegans). However, because they are a CITES Appendix II species and India is a closed country you will only be successful at importing documented captive born individuals. In other words you can not get around the premium for G. elegans whether you import them from a producer overseas or purchase them in the US. The Burmese star tortoise (Geochelone platynota) is a CITES Appendix I species and therefore you will not have much success importing them either. If you are truly interested in keeping star tortoises I would encourage you to learn as much as possible about their husbandry, find a breeder nearby and purchase a captive bred animal.
