A good way to prevent escape and predators is just to build a top.
It is pretty easy, built a frame out of wood, cover it with wire then attatch it to the pen
with hinges and maybe a latch for more security.
I'm not sure I quite understand how you are building your pen, but it sounds like it will be fine.
You are putting the wood down into the ground, which will prevent digging and escaping. But I think a top would be good.
If you don't want to, you can put wooden triangles on the top of each corner which will stop the tortoise from crawling up a corner
(I'm not sure if they do it as good as box turtles).
