Strange sound coming from my Russian Tortoise

Recently my Russian Tortoise "Fat Louie" began making strange squeaking noises while sticking his head out as far as it goes. He opens his mouth really wide and just makes an airy squeaking noise. He walks around fine. The strength in his legs is fine. He is not acting like there is anything wrong, but he has never made those sounds until this morning. I dont know if it matters but he has a playmate "Peeves" also a (Russian Tortoise). Any help would be greatly appreciated!
