I used rabbit pellets before also, but don't like
the smell/dust or weight (My enclosure is 300 gallons,
it took quite a few pounds of pellets!). Plus they
don't provide good walking surface stability.
I really enjoy using Lizard Litter (Kenaf Plant
variety) there are several varieties of lizard litter
and the others are WRONG and not appropriate for
tortoises, so look for the Kenaf plant one, kinda
light blond color, very soft.
I also use aspen which I get at Wal-Mart. Of course
you must be sure that your substrate doesn't mix
into their food. You can feed them on a large
sheet of newspaper or seperately.
Some people here use "Care Fresh", depends on if
you like the looks of that or not, I don't. But
otherwise it's fine.
The best substrate of course is the ground outside,
mine's out there now, as they should be much of the
time.
