Tortoises are very docile creatures.
He sees your toes as food, that's all.Maybe he thinks your toes are a big worm, or juicy slug!
No insult intended, he can't tell the difference though. LOL.
My sulcatas chase my toes, probably because of the red toe nail polish, they associate the color red with food.
He's not trying to attack you.
And I've never heard of a tortoise biting anyone. Except if your offering food and they take a big bite and your fingers are in the way!
