I've got a few more specific questions I could not find answers to on those sites, so here it goes.

In the indoor pen, how deep should I make the substrate?
In the outdoor pen, should there be an underground barrier?
What size should the outdoor pen be?
Could I just use my back yard as long as the fence is sturdy and reaches all the way to the ground?
What is the minimum temperature they can stay outside in?
Could it stay outside at night?
What should the indoor pen's size be for the adult tortoise?
I've seen some people use hay with tortoises. Is this a good idea?
I know that's a lot, but I want to get everything straight before I get one. Thanks.
