Depends how big the tortoise is.
5' x 1 and a half feet is fine for a baby/juvenile, although I'd go wider than one and a half feet. Maybe 3-4' wide.
But it won't be nearly big enough for an adult. Infact an adult would have trouble turning round in an enclosure one and a half feet wide!
Red foots get quite big, you might want to go for a smaller species.
