you measure the plastron ( under shell).
The easiet way to do this is to place a ruler against a wall.
Place the tortoise up against the wall on top of the ruler, torts back against the wall.
Measure from the back of the plastron to the front.
If your sulcata is under 4" it's probably under a year old.
