I can't comment on sucata sizes for one-year olds, as I don't own a sulcata (maybe sulcata owners can help you out with this). But slow growth is a *good* thing in tortoises. If your sulcata's appetite is good, I wouldn't worry about slow growth.

: I have had a baby for almost a year now and isn't growing that much. It is about a tennis ball half. It eats alot. I am going to leave it outside in a kiddie pool with sand this summer to see if natural sun helps. Is this growth rate normal or is something wrong.
