It appears that many things can cause a runny nose. As was suggested, the substrate.
I'd watch it closely and look for signs of sluggishness or abnormal behavior before taking it to the vet. Allow it to really acclimate. If it spends a great deal of time in the corner (days) then worry about taking it to the vet.
Normal tortoise routine is to wake up in the am and spend some time under the lamp then forrage for food then eat then sleep then repeat this in the afternoon. With little exception this is what tortoises mainly do. If it is very different than this a vet visit might be in order.
