I'm not sure how long you have had it, but I'm in Tim's corner on this one....vet visit and make sure it is a reputable one by asking them straight out " Have you ever administered an antibiotic injection to a chelonian" and "Have you ever treated a chelonian for a respiratory infection". If they say no to both or either hit the ground running, and find one that does. I had 3 carbonarias hatchlings each die misrable deaths last year exhibiting most of the behavior you described. Have them do the fecal and also have them checked for bacteria.
A redfoot is an awesome tortoise, good luck with it. Remeber to keep it warm.
