Yes i know vets can be expensive, but that is the only option you have. When taking on a pet, people have to relize that they need to be taken care of properly. most likely it was sick when you got given the deplorable conditions it lived in. Get the tortoise out of the water in to a rubermaid container with news paper on the bottom and a heat light MADE FOR REPTILES ! he needs to be warm and dry. he needs to eat greens, get the temp up to 80ish(you will need to have a thermometer to be sure, hand readings are NOT accurate.) and then give him a romaine lettuce leaf that had been ripped up. Warm and DRY are the key elements here, Please try to get the animal to the vet asap he is the only one who can tell what is wrong. If and when the animal improves then it is time to look into a permanent housing with the proper lighting space and heat and food .IF you can not afford to provide for the animal, please look into giving to a tortoise resue group who specializes in rehab. This forum is WONDERFUL when it comes to finding help when it is needed. Good Luck and keep us posted
