Jen,
how is the tortoise housed, what substrate are you using?
Also, do you change the substrate often?

Eye problems can be caused by a vit A deficiency or by soiled substrate or water.
Be careful with vitimin A though it can be toxic in a pure form.
You can give the tortoise 2 drops of cod liver oil once a week until it improves.( If you suspect a vit A deficiency).
Or better still take the tort to a vet who may give it a shot.

Is there anything in the tortoises enclosure that could be irritating the eyes?
Mites can infest the substrate and attack the area around the eyes.

Or sometimes it can be the type of substrate used. Timothy hay in my sulcatas overnight shed caused her to get a runny nose. Once the Timothy hay was removed the problem went away.

If it doesn't improve I would take the tortoise to a vet.
