Buying a African spured Tortoise

I am about to but a Tortoise and would like to know what I am getting into. I am planning on keeping him outside since I live in arizona and was wondering if anyone knows why I wouldnt be able to do this. Also I would like to know what and how much they eat and how messy are they? If he is living outside will i still need to clean the dirt he lives in? Would like to hear from anyone with ideas.
