If your Vet. has experience working with tortoises and you trust her I'd take her advice. I would think it would be difficult to get enough blood out of a 4 inch tortoise to do a complete blood work up. Inserting a feeding tube is normal practice for sick tortoises that are not feeding. A very sick tortoise seldom recovers without this procedure. One thing to keep in mind it sometimes takes a long time for a tortoise to respond to treatment, It can take months. just my opinion, good luck.
