I live in Mesa ( AZ) and have kept sulcatas outside for about 13 years now. They do fine outside provided they have good cover from the sun and heat. If you are using a dog house, they will probably do better under it than in it. Digging is the key. Mine live under my 8X8 tuff shed. Getting under ground gets then out of the hear best. They use a small heat lamp in the shed in the winten, but I know several people here that let them live outside in the winter with no heat and they do fine.
