Well, you may want to consider one of the Testudo tortoises, which are generally on the small side. These would include Hermann's, Russian, or Greek. The Hermann's tortoise, for example, reaches 7-8 inches as an adult (and have pleasant, outgoing personalities). The smallest tortoise is the Testudo kleinmanni, or Egyptian tortoise. But these are tricky to keep and not good beginner tortoises.
A good book to *start* that will give you information on different species, their specific needs, and general tortoise care is "The Complete Idiot's Guide to Turtles and Tortoises" by Liz Palika.
