How is the lighting?
If the lighting isn't bright and strong, some tortoises won't eat as well.
I rarely have torts indoords, but I know I can have a warm sulcata, but until it is very bright, he won't eat.
Are your thermometers accurate? If he is too hot, he won't eat as much.
If you haven't taken him in yet for a yearly check up, right now might be a good time to rule out illness or parasites. Sulcata are very good eaters and change in appetite is disconcerting.
