The diet sounds pretty good but they do like the cactus and carrots.
For a young hatchling (2 inches), I would recommend that you keep it inside in a rubbermaid container on a substrate of grass clippings. When you move it outside just be sure that it has shelter from the sun, water, etc.
They reach breeding size in three to five years. Males mature earlier than females and have been reported to be mature in just over two years. Depending on the origin of the tortoises, males mature as small as four and a half inches and females at just over six inches.
