Hi,
Russian Tortoises will eat a wide variety of vegetation...but don't nibble on "grasses" per se as much as other species do. For a complete list of Russian Tortoise specific plants...please see the link I've provided below. There you will find lists with proper as well as common names of the plants Russian seem to like the most, and has been compiled by ppl. who keep this species.
