I think this is a prime example of letting common sence set the tone. An average bag of cypress mulch contains pieces of cypress wood ranging in size from as big as your hand to dust size particles. Pour the mulch into a tub but leave the tiny bits in the bag. This is where most of the stuff that could cause respiratory problems would be. Pick out the large chunks that could harm your tortoise & let the mulch dry out, then put in the pen.
It's not the mulch itself that would cause any problems, but the dust that comes in some bags of mulch. Hope this helps.
