Eastern Hatchling's Front Legs Has Skin Peeling Off!

Hello,

I've posted here a few times re: my Eastern Hatchling (2 inches long) and I've always gotten great advice. Well, the newest problem that I noticed today is that his front legs are shedding skin in big patches. Even his little scales look like they are gone! I feed him Reptomin every day but nothing else. I know many have suggested feeding greens but he won't touch them. I have him in a cement mixing tub wih cypress mulch and green tea moss. I have a planter dish full of water and rocks where he eats, drinks and swims. I keep a UV light (10-12 hours) and a basking light (10 hours) on every day. I also mist the enclosure and because I am paranoid, squirt water from a sports bottle into the mulch. The area underneath the skin looks kinda brown but it is not bleeding or anything. Should I put Neosporin on him? He's never shed on his legs before so I'm worried. Please respond.
