Marissa's advice to find a vet first (BEFORE you buy the tortoise) and to be certain of the return policy is very very good. And waste no time delivering the fecal sample to the vet.
If you have a choice between tortoises, I have found that choosing the most active youngster of the bunch is a good idea. They are often the ones with the most fighting personality and able to resist more problems in their youth.
All in all, there are so many good breeders out there who take better care of their animals than Petsmart and who really consider the individual tortoise instead of looking at them as "bulk trade." They are often more knowledgeable and more caring than petstore employees, and will sometimes give the animal to you for a better price. Although you never want to talk a breeder down in price so much that he/she is not making anything - you don't want to create animosity between someone that you may want to call in case you need advice or instructions. . . .
I know it is hard to wait to get your new pet and sometimes looking for the right breeder instead of the "instant purchase" offered to you by a petstore means a wait -- I would definitely reccommend the former over the latter as the preferred venue of purchase. Good luck and enjoy your tortoise!
