Mites do not generally present as bugs, they are usually microscopic or tiny. Not something you would normally see "crawling around". If you see any sort of bugs crawling in the substrate, I would immediately remove the hatchlings, remove the infested substrate and toss it in the trash, disinfect the enclosure and be sure that the substrate you use to replace it is clean. Parasites are usually microscopic (or always microscopic I think) and you can tell with lab tests (of the tortoise's feces usually)
