Do you employ UV lights?
High intensity UV lights are sometimes a risk of blindness, especially in monitors (varanus sp.)
If your problem are mites, domestic insecticides don't work. I have had a big problem with mites (like white powder) with our live food area, but not with tortoises. They are easily erradicated with an specific mite (agricultural) poison (disoluted in water), safe and sure, but only for cleaning cages and substrates. Better if you clean all and change the sustrate. Not for use directely over the tortoises, employ some safe vet product for the animals. Cleaning use to be enough.
If your problem is not any of these your sulcata could have an eyes infection, then go directely to the vet.
