Hi,
do you change the substrate frequently?

The substrate could be causing problems, it can quickly get infested with mites.
The mites bite the area around the tortoises eyes causing problems.

Do you soak the sulcatas?

If not start soaking them. Soak in very shallow, luke warm water every 2-3 days. Soak for 10-20 minutes. The water should only reach the very bottom of their chin.
