Hi Tyler,
Are you talking about African Spurred as in Sulcata? I just want to be sure as there is a smaller Spur Thighed Tortoise - the "smaller" part of you post threw me.
Assuming you are asking about sulcata...
1. Sulcata will grow to be quite large. Full grown males can reach 75-200 pounds.
2. They will eventually require a great deal of space and I would recommend keeping them outside in a secure yard since they create a lot of waste and are very strong. If you live in an area with cold winters, you will need to provide winter housing as they do not hibernate. Some people reserve a room in their home for the tortoise, a converted garage, greenhouse, shed, barn, etc that will need to be kept lit and warm.
