Hi Tom.
For a group of six, i'd go at least 15'-15' or even bigger.
My Russians ( one pair) have an enclosure measuring around 10' - 15'.
I use fencing boards for the walls.
Bottom boards sunk in the ground then 2 more boards high.
Wooden stakes every 2' to nail the boards to.
This is a cheap way to make a large pen.
You can always plant flowers or shrubs around the outside walls to cover the wood. Make it a more attractive addition to the yard.
For a 20'-20 enclosure you'd need 24 fencing boards 10' long, and wood to make the stakes.
Total cost around $200, not bad for a nice, large pen.
Make sure you sink the bottom boards in the ground to prevent digging out.
And don't place anything near the walls, on the inside that the torts could use to climb out.
My enclosure walls are quite low and the enclosures uncovered. But we don't have any predators here. If you have racoons etc you will have to predator proof the enclosure.
Check out the web page linked below for photos of pens.
Terry.
