Hi,
never let the tortoises out around the dogs/cats.
Hundreds of pet turtles/tortoises are seriously injured or killed each year by dogs.
Dogs see tortoises as interesting chew toys, it only takes a couple of minutes for a dog to kill a tortoise.
It doesn't matter how tame or gentle the dogs are,
don't risk it.
Cats aren't usually that interested , but even a cat could do serious harm to a small tortoise.
Maybe you could build the tortoises a larger enclosure, or let them out in just one room. And keep the door closed so the dogs/cats can't go in there when the torts are out and about.
