Here's a quote from A.Highfields book:

Practical Encyclopedia of Keeping and Breeding Tortoises and Freshwater Turtles.

"Mites are more difficult to deal with but fortunately they are not as widespread on tortoises and turtles as they are on snakes and lizards, so will only rarely be encountered.
A very thourough all-over bath with Betadine sometimes works but by far the most effective method of treatment involves low-level exposure to dichlorvos, usually supplied as Vapona or No pest insectiside strips.Frye (1991)recommends a 6mm length of strip per 10ft of vivarium space. Exposure should be limited to two exposures of 3 hours twice per week.
It should be made clear that this substance is highly toxic and that extreme care is necessary in its use.
Another option for severely infested turtle enclosures is trichlorofon spray, an agent intended as a cattle insecticide. A 0.16% dilution has been used with good results and no apparent ill effects."

So very limited exposure to the strips (3 hours twice a week) and nothing applied directly to the turtle/tortoise except maybe a Betadine bath.If spraying the enclosure make sure you dilute the spray to the recommended
dilution.
