If you suspect or know that this tortoise is ill with a respiratory problem (lack of appetite, extreme lethargy, runny nose, sneezing, runny eyes, coughing, mucus, etc.) then just allowing it to "get it's rest" is not the answer. An infection will not just go away by itself and even as this tortoise is a baby, you should make an appointment ASAP with the nearest exotics vet to your house and bring the tortoise in for an exam and treatment. If allowed to deteriorate in your home with no immediate medical attention, chances are your tortoise will not be around very much longer.
