Take the Tortoise don't let him put it to sleep because of a problem he has probably created.
It might very well be dietary related. Redfoots require a small amount of animal protein in their diet. Not a lot, but a couple of times a month they should have a small amount of protein.
Pretty pets tortoise pellets or a tiny bit of meat such as boiled chicken.

Maybe Giovanni or somebody else who actually keeps redfoots can help you out more.
The deformities might not improve, but with correct care they also might not get any worse.
As long as the tortoise can move about it has quality of life.
If you can't take it there are adoption organizations such as Turtle Homes who could find it a loving home, with a qualified person.
It doesn't have a life threatening disease, it has a chance to live a long life, no need to take that away from the poor tort.

They rehome hundreds of tortoises/turtles every year, quite a few with deformities.
