Putting a shallow enclosure on a concrete pad in the sun has me concerned. The tortoise will have to find a way to escape not only the radiant heat from above but also (only a few inches away)the conducted heat from below. I think elevating the floor is the way to go, along with plenty of shelter above. Don't be too worried about some shade during the day, either. Prolonged gloom may depress a tortoise, but direct summer sun can kill him in a hurry.
As for the plants, use them. As long as the enclosure is open to the sky, humidity buildup isn't really an issue. Talk to your local garden center and buy plants that will take plenty of sun and dry air.
