Hi,
I wouldn't use fir, how about sphagnum moss , orchard bark and top soil ( top soil without perlite) or regular garden soil and sphagnum moss.
Plants help with humidity, so how about puting a couple of ferns in the enclosure.
Can you tell us a bit about the tortoises habitat, how big it is etc?
Of course if it's warm enough nothing beats a nice large,outdoor, predator proof enclosure.
