heat mat or heat rock

hi everyone
I don't know whether to use a heat mat or a heat rock as an extra source of heat. I will be using it for a tortoise (hinge-back,erosa) and the substrate that i will be using is a mixture of compost and corncob(bio-digradable substrate). What does everyone think about these heat sources, which is best? I would be very grateful for any opinions on this matter.
