Bob,
I've no experience with Russians, but when my tortoise laid CDT eggs, I left the hatchlings in the incubator as long as possible. If it just sitting in the egg and can breathe okay and isn't obstructed in any way, then leave it until the yolk sac is absorbed. Moving it could rupture the sac and kill it. Once it is out of the egg, the yolk sac should absorb pretty quickly.
If it starts to walk around and if there is anything it can catch the yolk on, then move it.
If he sits there for much longer, perhaps you should repost or call your vet for advice.
