My K.b. nogueyi I've had for three years wheezes when ever she has to breathe deeply, like when you pick her up, and continually hold her for a few minutes. My reptile drew some blood, and found no infection, and that was three years ago. I've never noticed mine whincing or wheezing when she is in her cage, either while basking or during any other activity. Sometimes i also notice this behavior during bathing. Again, I've had my Bell's for over three years, and she has been vet checked. Is your Vet a qualified reptile vet? Maybe she should take a blood sample to see if yours has an infection.
Again, my Bell's does exhibit this behavior, but if you can't trust your vet, I would search for a new one.
