Matt, as Annie stated, you won't be able to get a permit for the tortoise being protected and so far outside it's normal habitat in Idaho. Also, remember in their natural range the temps do not get so cold as to freeze the ground like they do in REALLY cold places like the far north. Hibernating outside in your area will probably prove to be fatal to the tortoise. I know you are having fun with the tortoise but keep in mind it's a living creature so if you care about it, it's best interests should come before yours. What I recommend is this...either have Annie help you relocate the tortoise to an area that is part of the CDT's natural range (which is incidentally where she happens to live) or let our organization, Turtle Homes, do the same for you. You have Annie's email and our link is below. Please do the right thing....there are a ton of other turtles and tortoises more suited to your climate and able to be successfully kept.
