turtle problems?

I have aquired two small young desert tortoises through deaths in the family and I live in idaho where it gets fairly cold, this morning it was 17 degrees out. because I think they are from a naturaly warmer environment i brought them into my home and put them in an terarium. I noticed yesterday that one of them has puffy eyes, is this normal during hibernation? should I leave them out in the extreme cold or what do I do? they seem fairly healthy exept for that one thing.
