Exporting Russians from Japan to USA

Hi All, I got an email from a person who has 2 russians over 4" and is moving to the US from Japan for a new job. This person wants to bring his pets with him. I really have no way to help and was wondering what most people do to import tortoises in the US.

I assume a CITES permit is require from the CITES people, and then a Fish and Game permit as well as having to be imported through certain places... but I don't know the places or if I am even on the right trail.

I do know since the russians are larger than 4" that is a plus. I think I heard under 4" and only a handful can be brought in like 7 or something.

Any help is welcomed.
