Although I currently use an ActiveUV bulb, I do believe what Melissa Kaplan has stated in her article. I also believe that the ActiveUV is probably no better than the regular fluorescent reptile UVB bulbs which I used to use. I have a very large indoor pen setup in such a way that a heat/UVB combo was a good choice for me. The ActiveUV bulb is also expensive and still must be changed out yearly. I made this my "test" year with it, I have 6 more months to go before I decide what I will be replacing. My tortoise has such a large temp gradient and the bulb is 18" from him that I don't feel I have a problem. Although, I see where this bulb would be unsafe in a smaller or more enclosed area...good article, thanks for posting. I'd actually read that a while back
