Hi.
You must get the tortoise to a vet ASAP. It sounds like a respiratory problem and needs to be treated ASAP.
You'll find vet listings at these web sites, if you can't find a reptile vet in your area, start calling around and find a vet with some experience with tortoises. If you can't find a vet experienced with tortoises, take it to any vet.
