Wow, ucky you found that tortoise. If you want to avoid this happening again....just place them in a box with clean, shredded paper, and place it in the garage. This way you can be certain they're safe in the event of heavy rains, etc. and they're a lot easier to check on!

Being in LA, temps can change enough that unless they're kept in an area they generally stays cool, they can awaken...not enough to eat, etc. but enough that weight loss can potentially be a problem. Also, make certain that rodents cannot get to them...a mouse trap or two isn't a bad idea.
