Hi.
How old/big is your sulcata?
Hatchlings and babies have a softish bottom shell (plastron). Not very soft but it will give a bit if pushed gently.
By one year old it should have hardened up though.
Depending on just how soft it is and how old the tortoise is, it could be normal.
So if it's under a year old and not too soft it's probably normal. Don't push on it hard though, as you could injure the little tort.
If it's very soft and/or over a year or so old then it could have a problem. If you're worried take it to a qualified vet.
